Frank Otero founded PACO Group, Inc. (PACO) in 1989, a full service international consulting firm that provides Project Management Oversight and Construction Management services. Frank has served on the Board of Directors of APTA and also served as the Chair of APTA’s Small Business Committee. He was also appointed to serve a six-year term on the Board of Directors of the National Transit Cooperative Research Board. Frank has actively committed his expertise and business acumen to various COMTO Chapters for over twenty years. He is a native New Yorker and throughout his career has been involved with various not-for-profit organizations such as ASPIRA (where he served as National Chair), a national organization dedicated to helping at-risk high school students to graduate and go on to college; HOPE, Inc., an organization dedicated to providing fair housing opportunities to low income residents in Miami-Dade and Broward counties; and Carlos Albizu University where he serves as Chair of the Foundation’s Board of Directors. Frank brings a wealth of experience in the H.U.B. area and is a great asset to COMTO-New York serving as the Committee Chair.
